Chandler, AZ – With Congress failing to reach a funding agreement by September 30, 2025, the federal government has entered a shutdown. While much of the national discussion is focused on Washington, businesses and communities are already feeling the effects across the country.
Financing at risk: The Small Business Administration (SBA) has paused acceptance and processing of new 7(a) and 504 loan applications during the lapse in appropriations. According to the U.S. Chamber of Commerce, this amounts to an estimated $100 million in lost small-business loan financing each day the shutdown continues. For entrepreneurs that depend on capital to grow, hire, or open new locations, this pause delays critical opportunities.
Workforce uncertainty: The federal E-Verify system is temporarily unavailable due to the lapse in Department of Homeland Security appropriations. Employers must continue to complete and retain Form I-9s for new hires, but they cannot create new E-Verify cases or resolve Tentative Non-confirmations until the system is back online. This creates delays in workforce onboarding and prevents employees with existing verification mismatches from resolving them.
Local economic effects: Many federal employees have either been furloughed or are working without pay during the lapse, with retroactive pay guaranteed only once funding is restored. Contractors may also experience delayed payments or paused work. In communities with a strong federal presence, reduced household spending can ripple through to local businesses and economies.
Travel and project impacts: Passport and visa services are largely fee-funded and may remain open, though reduced staffing can lead to slower processing or fewer available appointments. Environmental reviews and permitting for infrastructure projects may also be delayed, depending on agency contingency plans.
